I have had several questions lately about the responsibilities of Boards of Directors and whether there are ways to assess and improve Board effectiveness. In fact, Board effectiveness is one of the most important best practices an organization can undertake; just because a group of people have come together with a common purpose, often with community involvement and altruism in their minds and hearts, does not mean a Board of Directors will automatically run smoothly. In fact, any time you bring human beings together as a team means there will be sticky issues and competing interests and attitudes. Just like the teams working in an organization, Boards of Directors must be nurtured if they are to run smoothly.

What is a Board of Directors?

Boards of Directors have many responsibilities and obligations. They are not typically part of an organization's daily management, but they are the highest management tier of an organization and oversee all activities from a governance standpoint. The chief purpose of a Board is to ensure that activities are conducted in the best interests of stakeholders, including the public and clients in not-for-profit organizations.

What does a Board do?

Although Boards can vary widely in their approach and policies around their responsibilities, they typically have 6 main functions, briefly:

1) Finance/Resource Management: Board responsibilities typically include overseeing the organization's financial situation including the budget, in order to ensure stability and viability. This can also include ensuring that the organization has adequate resources and ensuring effective resource management. And in not-for-profit organizations it can even mean actually engaging in fundraising and developing fundraising principles and strategies.

2) Organizational Culture and Effectiveness: A Board must ensure the organization is performing as effectively as it can. A Board must also keep a finger on the culture of the organization and ensure that it is kept in line with organizational values and ideals. This includes, but is even more broad than HR, succession planning, and talent management. It is tied to achieving the organization's mission and upholding its core values. Furthermore, Boards of Directors are typically governance-based as opposed to operations-based. This means that while they keep a finger on the culture of the organization, they do not 'interfere' in organizational operations unless it is specifically their mandate to do so (or their Executive Director/ CEO / President is unfortunately not doing this effectively).

3) Management of the CEO: Boards of Directors typically have an HR responsibility only in terms of the top executive, not other employees. This includes recruiting, hiring, and managing the CEO's performance. The Board of Directors employs the CEO and is responsible for his or her performance and development. The relationship between the Board and CEO is an important one, and the CEO is typically an ex officio member of the Board with slightly different voting privileges.

4) Strategic Planning and Growth: A Board of Directors must participate in, oversee, and to some extent drive strategic organizational development, whether this means growth or something else.

5) Stewardship and Advocacy: The Board is responsible for advocating for the organization and communicating with the public. This responsibility may be shared with others in the organization such as the CEO, but it is a major Board function.

6) Board Effectiveness: Often forgotten in descriptions of Board responsibilities, Boards of Directors must engage in self-management, actively building and maintaining an effective Board of Directors, something that may be implicit in its policies, but can be taken for granted. This means developing and maintaining a Board profile that is suitable to the organization, ensuring that Board members are meeting their obligations effectively, and conducting an annual Board performance evaluation, to name but a few details of this responsibility. 

Each of these responsibilities will be elaborated in upcoming articles. But the major purpose of this article was to clarify what a Board of Directors does, and to generate thought about the Board of Directors as another part in the working machine of an effective organization. The Board of Directors is indeed another team that must be nurtured if it is to operate effectively.

I agree with Aristotle's philosophy, it's one of the rightest thoughts, but we have to admit there are a lot of exceptions. The tragic events in Florida point up again the fact that adverse events, whether weather related or manmade are an unavoidable part of life for individuals and communities. However, it is through planning, preparation, practice and unfortunately experience that the communities of Lake, Brevard and Volusia County turn tragedy into triumph with their rapid response, their professional caring and their ability to keep needs from exceeding resources, in short, they diverted large scale disaster.

To be certain, the severe weather and tornadoes that ravaged Lake, Brevard and Volusia County were tragedies on an individual and even local basis. Lives were lost. Homes destroyed. Businesses leveled. On the other hand, Lake, Brevard and Volusia County are served by some of the best first responders, search and rescue, emergency management and disaster response professionals in the State of Florida and in the nation. Storms have struck in the wee early morning hours and caused large swathes of devastation, these were answered by professionals who were on the road before daylight even broke. Within hours, the overall damages had been assessed. Urban search and rescue was on the job before the fog had even fully burnt off and had been stood down, having completed their task by 4:00 p.m.

To be sure, there will be an ongoing recovery efforts in Florida, but it is through planning and preparation that this community, vulnerable at a higher degree than most, due to the large number of manufactured homes and its own beautiful lake dotted landscape, completed its recovery phase in such a short time.

The disaster lifecycle consists of four phases:

* Interphase

* The Adverse Event

* The Response Phase

* The Recovery Phase

The interphase is that period beginning at the end of the previous recovery and continuing until the next adverse event. It is during this phase that planning, preparation, practice and review occur. Resources are amassed and professional community education are advanced. It is during the interphase that the ability to respond to the next adverse event is determined.

The adverse event is a discreet moment in time, when adversity strikes, but Lake, Brevard and Volusia County when severe storms and tornadoes represented a discreet moment when disaster responses began and damages were mitigated, but the adverse event itself could not be prevented. New early detection equipment and the newest of Doppler radars have afforded the people of Lake, Brevard and Volusia County a small but expanded window of time to see shelter and begin and activate their disaster plans. Less than a decade ago, the warnings would have been measured in minutes, now they are measured in minutes to hours.

The response phase begins at the moment that the adverse event strikes and continues until needs no longer exceed resources. Thanks to the dedicated professionals of Lake, Brevard Volusia County, excellent disaster planning, extensive disaster preparedness, adequate practice and unfortunately hard earned experience, the response in Florida was short lived. By sundown on the first day, the majority of the response phase has been completed and recovery has actually begun. The usual community or countywide disaster lasts three to seven days, before the response is completely shutdown and certainly the response in Lake County and Volusia County will continue in earnest for at least that long. However, most experts agree that recovery cannot begin in the first three days, yet Lake County and Volusia County were already calling in recovery professionals by midday on the first day of their response. Their recovery plans were already in full swing by nightfall.

Recovery begins with good planning and certainly this is an exampled of just such a recovery.

The people of Lake, Brevard and Volusia County, Florida, are to be admired for the professionalism, the bravery and the strength in which they have faced their most recent tragedies. While they suffered personal disasters, they staved off countywide and regional disaster and even communitywide catastrophe. They insured that resources exceeded needs and that the ability to respond was never lost.

On official appeared on television, shortly after the tragic event of the morning and asked that those listening on the radio and watching on television remember the people of Lake, Brevard and Volusia County in their prayers. I would add that we not only extend prayer, but congratulations and admiration to two counties and multiple communities that have learned the lesson that we all must learn: Plan, Prepare, Educate, Respond and Recover to Save Lives and Livelihoods.

Dealing with any kind of loss with a child or children is a task that most adults dread. Best friends can move away, a car can kill a favorite pet, a schoolmate can be killed in an auto accident, and Grandma may die suddenly are all situations that parents can face. In any case, a parent should handle the loss with dignity and quality so the child learns how to deal by comparison.

These are especially difficult times for a parent if they were close to the deceased individual too. Handling their own grief and explaining the process to a child can be a catharsis which enables the parent to stay grounded in their own pain. Often, teaching and sharing at a hard time helps improve understanding and communication between parent and child, a time of bonding that can be very rewarding.

It always helps if the parent or parents are firm in their own belief system and have formed a personal life philosophy from which they can extract explanations that will be easily understood by the child. A philosophy of life consists of knowing: you can excel, that there will be up times and down, that it takes strength of character and courage to follow life's path. Well-grounded parents will also understand that expressing their own emotions in a healthy manner helps the child to do so too.

The questions that a young mind may ask will challenge the strength and resolve of your own philosophy about our life here on earth and in the hereafter. It helps to think about the questions they might ask in advance so you are prepared to answer them. You are the child's only source of knowledge in this arena, so take time to do this job well.

Many young children have seen a new baby enter the home, or maybe a classmate moved to another city, so they already have ideas about the processes of life. Death and loss are not to be feared, but to be understood as just part of life.

It helps if you have a philosophy, religion or church that can provide a basis for your belief system. But, no matter what your beliefs consist of, you want to build confidence in your child's mind that life is a good thing, filled with wonderful experiences, people and places, and even though all things must come to an end, your faith in yourself, your religion and God will carry you through.

Parents, grandparents, or guardians will want to think these concepts through in advance if at all possible, so they are ready to give the best available guidance to the children in their lives. Purchase books on the subject for you and your child, and discuss them before a death occurs. Knowledge is power when confronting life; give that gift to your child and yourself.

Life has no ulterior motive, no true purpose, and you only get it once. So damn the rules, live life as you want to. Just keep in mind that further damnation of the rules will often result in punishment.

After I came up with that little philosophy, I spent more time doing what I wanted, and balancing it with what I needed to do. The key thing to remember is that actions have consequences, so don't just live for today- sometimes pain today means pleasure tomorrow.

As some Native American tribes have begun to prosper, they have also been able to increase their giving. Tribes give to many groups and not just their own tribal members. Giving from tribes is nothing new. In 1847 the Choctaw's, who had recently been forced to move from Mississippi to Oklahoma, drew up a collection of $170 to provide relief to the Irish during the Great Potato Famine. This during a time when many Choctaw's were struggling to survive. But now that some tribes are prospering, that giving spirit is able to be more active.

A nice trend is the tribe-to-tribe help. Not all tribes are geographically situated to take advantage of certain economic development endeavors. So, it is nice to see that tribes that have certain advantages provide help for other tribes. A fairly recent example of this assistance is the help the Kiowa Tribe of Oklahoma received from the Shakopee Mdewakanton Sioux Community. The Shakopee's provide over a million dollars so the Kiowa's could purchase Indian City in Anadarko, Oklahoma. Indian City is a long time tourist attraction that also has grounds the Kiowa's use for ceremonials. It came up for sale and the Shakopee's provided a grant so the Kiowa's could purchase the land and attractions.

While all tribes endeavor to help their own tribal members, some provide certain help to all Native Americans. Both the Cherokee's and Citizen Potawatomi in Oklahoma have assistance available for Native American entrepreneurs. The Cherokee's open their small business development center to all Native entrepreneurs. The Citizen Potawatomi have a business capital lending program that is open all Native entrepreneurs. Of course, to make use of these programs a Native business owner should be in relative geographical proximity.

Not all giving is limited to Native Americans. Tribes also give a lot to local communities. Cherokee Nation Enterprises gave Nintendo Wii systems to a local senior care center to keep help keep seniors physically active. In the 2009 Christmas season the Choctaw's gave food, clothes, and Christmas presents to various charities. That same Christmas season the Citizen Potawatomi employees gave $50,000 to the United Way. These are just a small examples of tribal giving that extends year around.

That is how tribes are beginning to grow in their impact on regional aviation.

Some commentators have been predicting house prices falls in the UK for several months. But the renewed house price growth in the UK this year inevitably raises the question of whether house prices have to fall.

There are various reasons to suggest that house prices are overvalued and likely to fall.

1. The ratio of house prices to incomes has risen to an all time high. In the UK the ratio of house prices to incomes is 50% higher than the long term average (1975-2005) The effect of this is that house prices are becoming unaffordable. It is increasingly difficult for people to be able to buy a house. This leaves the housing market in a vulnerable state.

2. It is becoming increasingly difficult for first time buyers to get on the property ladder. This is mainly due to the rise in house price to earnings ratio. However to some extent this problem has been got around by banks being willing to offer bigger mortgages compared to salaries. The Abbey National recently said it would lend 5 times a borrowers salary. Banks are also considering mortgages over a longer period. This increased generosity in lending has helped to keep the market buoyant without addressing the underlying problem of overvalued house prices.

3. For those who believe house prices can never fall it is worth remembering the case study of Japan. In the 1980s there was a similar boom in house prices in Japan. But since the peak of 1991 house prices in Japan have fallen for 14 consecutive years. Leading to considerable economic problems such as lower consumer spending.

4. Traditionally the view of the housing market is that it is not just an asset but a place to live. Therefore unlike the stock market house prices won't rise and fall due to speculation. However a lot of demand for UK housing is coming from buy to let speculators. Firstly private rents are buoyant. This is due to rise in number of households and buoyant house prices. Also many speculators are fixed on the idea that house prices are only likely to rise. If there was a fall in either renting incomes or the first sign of house price falls. These speculators would be likely to leave the market causing a significant drop in demand.

5. The UK housing market suffers from severe supply constraints as a % of the total housing stock. The number of new houses built is very small. Therefore and change in demand magnifies any change in price. It only takes a small rise in demand to increase prices. But similarly it could only take a small fall in demand to cause significant price falls as in 1991.

7. There are record levels of consumer borrowing in the UK. This is a combination of mortgage borrowing and personal debt like credit cards. Therefore even a modest rise in interest rates could have a very adverse effect on consumer confidence and spending. Therefore the housing market is particularly vulnerable to any rise in interest rates that may occur.

8. Many economists predict significant house price falls. For example Mr Calverley, argues in his book, 'Bubbles and how to survive them', that house prices could fall by 50%. Former advisor to Gordon Brown David Miles also predicts falls in house prices. He points that much of the rising demand for housing is speculative

"However, one third to one half reflects changes in expected house price inflation - that is a speculative element of demand, which is likely to be volatile," the report said.

Therefore house price falls are necessary for the housing market to readjust.
