The government's discovered that sometimes you can't give money away. After losing a series of tax decisions involving the federal 3% telecommunications excise tax, the IRS conceded defeat and agreed to refund over-collected telecommunications taxes. According to a Treasury Inspector General Report ("Report") issued on April 24, 2008, the telephone excise tax refund was the most wide-reaching tax refund in the history of the IRS, estimated to affect between 13.9 and 15.9 million business taxpayers.

Despite the enormity of the refund program and substantial outreach efforts by the IRS, the Report indicates that only 5.6% of eligible businesses participated and only 17.5% of the $5 billion in potential refunds were claimed by businesses. Put another way, of the $5 billion collected over $4 billion is still owed to businesses and 94% of businesses are still eligible for refunds.

While praising the IRS outreach efforts, the Report notes "we believe a significant amount of the telephone excise tax collected could go unrefunded, and many taxpayers might still be eligible to file a claim."

Even though the taxes collected relate to the period March, 2003 through July 2006 (41 months), the IRS developed a procedure to toll the normal statute of limitations, making calendar year taxpayers eligible for refunds 3 years from filing their 2006 income tax return. To request the excise tax refund, taxpayers were to file Form 8913 with their 2006 income tax return. For those who missed the credit or understated the credit, Form 8913 should be filed with an amended return to obtain a refund. Eligible taxpayers include corporations, S-corporations, partnerships and tax exempt entities.

Businesses may use either the actual or the estimation method. For business with 250 or fewer employees, the estimation method allows up to a 2% credit based on telecommunication expenses for the 41 month period. For businesses with more than 250 employees, the estimation method probably severely understates the refund amount by capping the credit at only 1% of telecommunication charges. The actual refund method is usually over 2.5% but requires more analysis of the underlying communication charges and taxes imposed by the specific telecommunication carriers. Communication charges are not limited by the manner of delivery so that in addition to land lines, cell phones, VoIP also qualify for refunds. Refunds are further increased by interest on the tax payments dating back to the time of payment over the 41 month period.

The Report noted that the IRS had competing objectives in administering the program: 1) minimize taxpayer and IRS burden with requesting, processing and paying the refunds; 2) minimize refunds in excess of taxes collected; and 3) discourage overstated refund requests. While the IRS encouraged taxpayers to file for refunds, it also warned against fraud and established screens to help identify refund claims that appeared to be overstated.

Attempting to explain the low level of business participation in filing refund claims, the Report noted several possible explanations, including: 1) perception that work and associated fees outweighed the amount of credit; 2) incorrect perception that telephone expense would have to be reversed from prior years adding additional tax preparation expense; 3) concern that they would not be able to provide the necessary records needed to support the credit claim; and, 4) businesses and many tax preparers were not aware of the credit.

The Report included recommendations to the IRS for improvement including improving the screening criteria to better identify potentially fraudulent claims and shifting resources for future programs to optimize the effectiveness of its mission. The most alarming recommendation of the Report asked that the IRS contact taxpayers and tax preparers who did not claim the credit to find out why the refunds were not claimed. The IRS agreed with this recommendation and indicated it would work with Treasury to better understand why the telecom excise refund tax wasn't being claimed.

Although counter intuitive, it's clear from the Report that the IRS is interested in businesses obtaining their telecom excise tax refund. The good news for businesses and the IRS is that with a three year statute of limitations for making the claims, both the IRS and businesses can still accomplish the telecom excise tax refund program goals.

Can I go to Harvard with no honors classes freshmen year?

I am going to be a Freshmen this coming September and my schedule is as follows

Yes, of course it is! This part is important though:
Do well in them (get all a's) and don't rely on non-honors courses to get you into a high level school. They WILL look at honors and ap (especially ap) courses in the next 3 years.

Just to warn you, I know you dont want to hear this because theres not much you can do about it, but you really should be in a higher level math class. I took geometry in 8th grade (and all the honors courses i could take the last 2 years), and I most likely wont get into harvard. Just warning you.

All in all, talk to someone from harvard. They will have information to help you on their website, so check them out there.

Teaching about the election can be an interesting process. Of course the best way is to hold a mock election, or even better, a school election with children running for various offices. As with all curricular areas, experiencing the learning by participation cements the concepts.

For Kindergarten and Grade 1

Read a book about an election and discuss the elements of election. Books I choose to use are "Duck for President" by Doreen Cronin and Betsy Lewin (2004) and "My Teacher for President" by Kay Winters and Denise Brunkus (2008.)

After discussing the election process we make campaign posters. Students use a drawing program on the computer (I use KidPix) and type "Vote for ______" in huge letters. They add decorations to complete the poster. We print in color and staple to construction paper. Hanging this campaign poster on their bedroom doors will remind them of what they learned about the election.

For Grades 2 and 3

I read an election book such as "Pete for President" by Daisy Alberto (2004). We discuss election procedures but also emphasize telling the truth during the election process. During the story there is a page where there is a debate. I stop the story, have two kids join me up front, and simulate a debate. Sometimes I even tell one of the students to make outlandish claims about what he or she would do if they were to win. We finish reading the book and then discuss ways that students can improve the school.

The second graders make campaign posters just like the younger students but they add four ways they can make the school/world a better place. Examples might be: Eliminate bullies from the playground, Pick up Litter on the Playground, Be Nice to All People, Help Raise Money for New Library Books, etc.

In Grades 3 through 5

As the children get older I begin to teach about the electoral college. The best book I've found for this is "Grace for President" by Kelly Dipucchio and Leuyen Pham (2008.) After reading this story I send the students to explore an online simulation game at the Scholastic News website.

Grade 6: By the time students are in grade 6 they are ready to explore the issues of the candidates. To do this I ask the students to choose six issues to research on the websites of the candidates. The information that they gather can be presented in any manner; for instance, a 2-column display comparing the issues or using an organizing software such as Inspiration to create a web of information.

Overall, the more concrete examples you can give to students about the election will assist them in learning about the process that we embrace within our country.

Encourage your child to:

- Ask questions about the text. Provide opportunities for them to research unanswered questions online or at the library.

- Make predictions about the text based on prior knowledge and by looking at the pictures. Make sure your child checks to see if his/her predictions were correct.

- Make connections: Does the book remind your child about something he/she has personally experienced or read about before?

- Compare and contrast characters in the book. Encourage your child to think beyond surface-level observations and compare the actions and motivations of different characters.

- Summarize what happens in the beginning, middle, and end of the story. This is a key comprehension skill that will later allow your child to organize thoughts into paragraphs and essays. Children as young as preschool can practice this by drawing pictures of different parts of the story.

- Visualize what is happening in the story. Find descriptive words in the text to help your child "make a mental picture." This can also become a drawing activity, if your child illustrates scenes from the story.

- Reread difficult passages to clarify ideas. Your child will need help learning to do this. You can model this by thinking aloud while reading to your child: "That part was confusing for me. I should go back and read that again to help me understand."

- Think about how the text makes him/her feel: Did your child enjoy the story? Why or why not? If your child could rewrite the story, what would he/she done differently than the author? Why did the character behave a certain way? Would your child have done the same thing or made different choices? These are higher level, analytical questions that promote a deeper understanding of the story.

Good readers use these reading strategies without thinking about them, but young children who are just beginning to read need to be explicitly taught how to understand what they read. Use these strategies with your child for reading comprehension practice at home.

What constitutes a blacksmith project? The answer is that just about everything a blacksmith makes is a "project."

A hobbyist or amateur blacksmith's project can consist of anything from making simple nails to small tools for use in the house or decorative items such as metal coasters or candle stands.

The forge shop will produce commissioned forge metal object that can range from door knobs to hat stands to iron gates, decorative grills and architectural fittings.

A large commercial or industrial sized forge shop will produce machine and automobile parts, oil drilling equipment, aircraft and jet engine components and a vast range of other items.

The blacksmith artist will use his blacksmithing skills to produce works of art or decorative items that can range from small decorations pieces, architectural embellishments or busts and large outdoor sculptures.

All of these qualify as blacksmith projects. But what does the blacksmith have to know and do to execute them? It's not as simple as getting an idea in the head and turning into a finished piece of metal. Here is just a partial list of what the blacksmith needs to know to be able to execute a project successfully.

· Of course, he must be an expert in the art for forging and shaping metal

· He must be a manager who can manage and maintain his forging shop not just in terms of operational efficiency but also of safety and profitability. While the profitability aspect does not directly apply to the amateur blacksmith, understanding the economics of the trade will ensure that the hobby does not involve more expenditure than it should.

· He must know what equipment he should keep available and what kinds of projects he can undertake with the materials he has. If a project requires the procurement of additional equipment he must be able to judge the cost effectiveness of the purchase and the long term utilization of the equipment.

· He must be a materials manager and ensure that all the fuel he needs for the forge and metal the has to work with are available when he needs them

· He must be able to provide estimate of cost, time and materials for any projects he undertakes with the knowledge that his reputation depends on his being able to meet these commitments.

· He must be able to perform the basic maintenance of his equipment himself and also know when to call in experts for repairs that are beyond his abilities.

· He needs to b able to sketch and if necessary, prepare detailed drawings of the project he is planning to undertake to ensure that the finished work meets the required specifications.

· A blacksmith needs to be a good record keeper and have details of all the projects he has done, either in a digital or hard copy form. This is required not only for accounting and audit purposes, but also to provide a prospective client with an assurance that the blacksmith will be able to undertake the proposed work.

These are just a few examples of the things a blacksmith needs to be aware of and do to enable him to execute projects successfully. The completed project is just the tail end of a long and complicated process.

The truth is, consumer awareness in economics is something you aren't going to find a lot of info on the net and need to go to the books/library. Alternatives to the Traditional Wedding Dress

Where is the best place to teach overseas? It is hard to decide where to go when you look at the scope of unique and exciting experiences that are available in the different regions around the world. This article is designed to give you information regarding the way your decision about where to teach overseas can affect your lifestyle while you are teaching abroad.

Leisure Activities

Choosing the best place to teach overseas may be tied up in the kinds of things you like to do outside of work. You can continue many of your favorite leisure activities while you teach overseas, or take up new ones. Many international teachers move to regions that allow them to indulge themselves in this way.

If you ski, then Europe and Korea are options you may consider. You can teach in Vienna for example and take a train to the slopes for the weekend.

Divers tend to look for international schools in Thailand or the Philippines. Thailand currently has many more international schools than the Philippines, so you are more likely to find a teaching job there.

Because most international schools are situated in urban or suburban areas, there is usually a wealth of activities you can take part in. While living in Bangkok I have attended Indian musical evenings organized by the Indian Embassy, attended numerous balls, learnt how to ride a horse and taken numerous dancing lessons in many different styles. My colleagues are more adventurous than I, they run in marathons, compete in triathlons, mountain bike, dive, play golf, and the list goes on.

Making Friends

At home you probably have many friends outside of work, this can be difficult to achieve when working at an international school, especially if you frequently move around to different schools.

One key ingredient to making friends with local people can be how much effort you are willing to put into overcoming the language barrier. Learning the local language will also help smooth your life in your host country.

To avoid this issue you can choose to work at an international school in a country where the majority of the population speaks English! In many countries in Western Europe, for example, a large proportion of the population speaks English fluently, so the language barrier is practically nonexistent.

To make friends who are expatriates but not teachers you can join groups like the Hash House Harriers (who organize group runs) and national groups like the New Zealand Society.

Domestic Help

Teachers with children that are looking to teach in a country with a lower cost of living than at home will discover that the lower cost of living also carries across into the cost of child care too, particularly in-home child care.

When you teach abroad you can choose to live and work in a country where you will be able to afford a nanny. Many international teachers with children employ nannies, especially in South East Asia where the cost of living is very low, and as a consequence, local salaries are low too.

Even teachers without children can enjoy the benefits of domestic help in countries where domestic helpers are relatively cheap to employ. Nearly all of my colleagues have maids or cleaners who come in and take care of everything from cleaning the apartment to doing the food shopping and collecting dry cleaning.

Finally

There are many different factors to consider when you are deciding where the best place to teach overseas is for you. But the main thing to keep in mind is that while you may have a wish list of where you want to go and what you want to be able to do once you get there - it may not work out the way you planned.

For example, there may be no teaching vacancies in your specialty in the country of your choice in the year in which you are applying. Or, there may be schools very interested in employing you but not in the region you were hoping for.

The key to being happy and fulfilled when you are teaching abroad is flexibility and a commitment to making it work for you. It is not going to be just like home, you will face challenges, and that is the best part of teaching overseas, no matter where you decide to go!

Do different ethnicities learn differently?

I am in an Educational Psychology class and I'm having a little trouble with one of the questions on the test. here it is, and thank you in advance!

I don't think that the question is focusing on different learning abilities. The question needs you to concentrate on how to deliver equal education to all the children, based on their capabilities and regardless of their origins, while understanding that each person learns in a different manner Acknowledging that we are not one huge monolithic block, but a multifaceted group of different experiences and cultures (and yes, even different learning cultures) is the first step that will ofcourse create a behive of controversy. Most people would see the recognition of diversity with animosity instead of realizing that diversity in a group empowers its members to capitalize on unique skills and areas of expertise. Careful attention must be given to mutual understanding and appreciation of individual differences. Strengthening the sense of positive cultural identity is an important aspect of establishing a viable coalition.

Often, a culturally diverse classroom is viewed in the negative sense, rather than the positive. It is easy to identify the inherent obstacles and barriers associated with differences in religion, class, age, disability, region of origination, educational level

The first phase of making the most of diversity is to make a concerted effort to become aware of what dimensions of cultural diversity exist. When conflicts, ill feelings or stressful situations arise due to the sub-cultures involved, it is because of "differences." The second phase of making the most of diversity is for people to talk about their cultural differences. Two things must be remembered concerning cultural diversity:

1. People should remember it is difficult to address cultural differences without resorting to stereotypes. In the purest form, there is no such thing as a stereotype. No person is exactly like another person and no individual is a clone of another member of a group.

2. As diversity in a classroom grows, so does the complexity of communication and the necessity to spend greater effort developing improved communication skills.

Awareness and discussion can cause a clearer picture of cultural diversity. Appreciation and understanding of cultural diversity means not just tolerating differences among individuals or groups, but supporting and nurturing them. A variety of ideas, talents, skills and knowledge is a desirable attribute to any youth or family coalition. Providing a supporting and nurturing environment enhances other goals of the coalition by exposing group members to new issues, ideas, information and cultures. Diversity creates opportunities for character development by teaching tolerance and respect for people and by encouraging concern for equity. A culturally- diverse coalition that values and nurtures people from all backgrounds is worthy of active participation. Such a group will flourish and perpetuate.

One of the most challenging situations your nonprofit organization can face is the need to expand. It is also an exciting challenge. Compared with the alternative of diminishing effectiveness and shrinking support, growth is a good thing. At least it means (usually) that your programs are having a positive impact and people are motivated about your organization's cause.

But with expansion comes growing pains. To significantly increase your footprint or your scope, or both, requires a huge commitment on the part of the leadership, members, staff and volunteers. When your organization is faced with opportunities that scream "Take action!", there are critical things you must consider. In this post, we're going to take a look at two scenarios: 1) location expansion and, 2) additions to program services. Knowing what to do in these situations can spell the difference between success and failure.

Location expansion. We're talking geography here. Let's say that you are operating a children's tutoring program in Asheville, North Carolina. Your organization is about 5 years old and it has met with enormous success. Results are measurable, donors are happy, volunteers are motivated and the community has taken notice. Because of the strategic planning your founders wisely engaged in early on, your unique program is scalable and replicable. Your executive director just received a call from a school principal across town who heard about your program on the evening news. She thinks it is just the thing for the parents of her students. Though replication of this sort will involve enormous effort, it is technically easy to figure out. Just go do it all again across town!

But let's say the call is from a city councilman in Louisville, Kentucky who happened to read about your program on your blog. He thinks your program is just what his district in Louisville needs...and, he wonders if you have ever considered expanding. Should your leadership decide to accept the challenge, what is technically involved?

Assuming you've successfully implemented a program once, you know how to do that again. The tricky part is the legal and administrative. In this scenario of adding a location in another state, you must know what that state requires. The most common requirement is to register with that new state as a foreign corporation and to apply for a Certificate of Authority to operate a location there. It is not automatic. In addition, you will find yourself dealing with all the issues and agencies in that state that you encountered in your own: from payroll taxes to sales taxes/exemption to charitable solicitations registration. It can feel a lot like starting over...and, in a sense, you are. Growing pains indeed!

Program expansion. For purposes of this post, we should really call this program addition. Expanding an existing program doesn't require much in the way of getting permission. It is when you are materially expanding your scope (or changing your purpose) that things get complicated. An example is in order:

Suppose again we are talking about your tutoring program in Asheville. Five years into the program, your leadership recognizes an inescapable conclusion: you really need to become a full blown private school. This is a situation where things are even less automatic. In fact, since a school is a different category of 501(c)(3) than the existing program, your organization must inform the Internal Revenue Service and seek their approval under a different IRC sub-Code section. A formal written request must be made, complete with a detailed description of the situation and proposed new program. You will likely have to include supplemental IRS Form 1023 schedules relative to the new program. It is a big undertaking. Unfortunately, we've seen numerous instances of an existing 501(c)(3) going off on a tangent completely unrelated to its approved purpose...as if changing course was simply a matter of board approval. It isn't. And to be unaware or out of compliance with IRS requirements in this regard is to invite much unwanted attention from your Uncle Sam.

Expansion is not for every organization. Many nonprofits prefer to stay small and easily manageable...and that's OK. Growth for growth's sake alone just multiplies the headache. But for those with the unique opportunity to expand their borders for the sake of achievement, knowing what lies ahead makes the journey a bit more navigable.
